Start-up Aid for Airlines and Regional Airports: Critical Analysis of Guidelines

The seminar aims to equip participants with a comprehensive understanding of the concept of state aid in the transport sector. Its aim is to familiarise public officials with the Commission’s approach to state aid cases in this sector and with the experiences in other Member States. It focuses on recent issues and goes into greater depth.

This 2-day seminar introduces the objectives and developments in the transport sector and considers the application of the EC state aid law basic principles and procedures. This is followed by an in-depth focus on specific state aid issues, e.g. start-up aid for airlines, financing of public services, infrastructure etc.

The seminar will use a mixture of training methods. The lectures are given by EIPA experts, Commission officials and Member States representatives. The speakers will have different backgrounds so as to provide a variety of views and perspectives. Each speaker will prepare comprehensive documentation for distribution to the participants. EIPA will provide the participants with the relevant background material and documentation required for the seminar.

The target group of the seminar consists of officials from central ministries and/ or other authorities dealing with transport issues and managers from public enterprises who may be involved in the formulation and implementation of transport state aid schemes. The seminar is also open to managers of enterprises that may receive aid in this field.

The working language of the seminar will be English.
